If you use "start" button it gives you full power ups and if you use "A" you get none. Then as an accident I tried the stage select again and noticed that it depends whether you get full power ups or none on which button use use to start the game from stage select.
I also checked most of the old STGWeekly episode about the game and on that video, the guys were saying the same thing so I took it as a truth. I got Japan X360 few months ago and with DDP DOJ and was disappointed to find out that the whole stage select seemed to be useless as when I used it, I started with no power ups no matter which stage I selected.
